Local Progress and the Local Progress Impact Lab are seeking a Consultant for the New York City Progressive Governance Lab. 

About Local Progress and Local Progress Impact Lab

Local Progress and the Local Progress Impact Lab work collectively to advance a racial and economic justice agenda through all levels of government. Local Progress (LP) is a movement of more than 1,500 local elected officials advancing a racial and economic justice agenda through all levels of local government. The Local Progress Impact Lab (the Impact Lab) brings together local leaders, partners, and experts to build the knowledge, skills, and leadership needed to advance racial and economic justice at the local level.

LP New York City Progressive Governance Lab (PGL) Consulting Project Overview:

The Local Progress Impact Lab brings together local leaders, partners, and issue experts to build the knowledge, skills, and leadership needed to advance racial and economic justice at the local level. The Impact Lab has a track record of providing training to New York City Councilmembers. In 2021, we held our first leadership development programming – the Progressive Leadership Lab (what we now call the Progressive Governance Lab) – in partnership with the Progressive Governance Academy (a project with State Innovation Exchange and re:power), Center for Working Families (CWF) and the Advocacy Institute.

 

The Consultant will be a temporary contracted position who will work closely with the NY Chapter Manager to support coordination, outreach and programming of the Progressive Governance Lab. The consultant will also assist with growing the leadership and organizing capacity of local elected officials throughout the city, and engagement efforts throughout the duration of the program. The consultant will assist Local Progress in cultivating relationships and buy-in with city wide community-based and labor organizations that could potentially partner on future advocacy and resource development.

The NYC Consultant will report to the NY Chapter Manager.

Consultant’s Scope of Work 

The NYC Consultant will provide support to Local Progress in its work to develop its Progressive Governance Lab 2025.
  • Work closely with the LP New York Chapter Manager and other relevant Local Progress staff and partner organizations to develop engagement and participation from NYC Council in the program. This will include regularly scheduled meetings to ensure deliverables are being met. 
  • Support the coordination and scheduling of PGL planning meetings. This includes but is not limited to maintaining a list of contacts of organizational partners and local elected officials, supporting the establishment of new relationships, and scheduling meetings. This will also include collecting key contacts within organizational partners and local elected officials and making introductions when necessary. 
  • Support the NY Chapter Manager in developing content for the PGL sessions. This includes soliciting insight from local elected officials, identifying priority issue areas, surfacing challenges that require support, and uplifting opportunities our members can lead on. 
  • Collect and synthesize learnings from each session to improve the member experience in real time and inform long-term planning. This includes drafting detailed summaries for each session, highlighting key takeaways, documenting lessons learned, and tracking any emerging needs or themes. Additionally, this role involves supporting timely post-session follow-up, such as sharing notes or resources with participants, identifying outstanding questions or action items, and elevating recommendations to the NY Chapter Manager to strengthen future programming and engagement strategies.
  • Create and conduct a survey at the beginning of the PGL in partnership with CWF, and Advocacy Institute to help identify gaps and opportunities for curriculum development of key resources and tools needed to further develop the leadership and organizing capacity of local electeds in New York City.
  • Provide logistical, event planning support and ensure seamless coordination between the Impact Lab,  NYC partner organizations and elected officials. Ensuring 80% attendance per session over the 6 month program. 
  • Produce a final assessment of the NYC PGL in February with key findings and lessons learned. This should include participation data, surveying, qualitative and quantitative measurables.  

Required Qualifications:

  • 5+ years of relevant experience
  • Experienced project manager who can balance multiple projects and reach key deadlines
  • Strong communicator and problem solver
  • Results-oriented with a demonstrated ability to set up work plans oriented towards concrete goals, anticipate obstacles and identify ways to navigate challenges, identify and involve stakeholders appropriately, and drive projects independently;
  • Strong communication, relationship building and facilitation skills; experience in relational organizing and an ability to relate to a diverse group of people from a variety of local contexts and backgrounds
  • A demonstrated commitment to social, racial, and economic justice and a deep interest in local policy, politics, and government
  • Ability to travel throughout the 5 boroughs

  • Experience in issue campaigns, electoral experience, and/or government

Budget and Timeline:

We encourage applicants to submit their proposals by August 21, 2025 . The anticipated start date for this contract is September 15, 2025 to last through March 30, 2026. We expect the consultant to contribute 10 to 15 hours per week to fulfilling our scope of work. The budget for this contract is up to $25,000.
